Kenya's 2003 Abolition of School Fees for Primary School Really Worked

South African newspaper the African Crisis evaluates the abolition of primary school fees in Kenya in 2003, and finds that it was successful, because the government planned for the training and hiring of large numbers of new primary school teachers. In Malawi, the same policy intervention has been much less successful because it was less well planned.
